CIRCULATION
Circulation
Is the primary area in a library where patrons can borrow, return, and renew library materials. It is the main public service point of the library. The Circulation section handles all transactions pertinent to the borrowing and returning of books, payment of overdue fines, signing of library clearances, interlibrary loans, stack maintenance, and recalling overdue books.
Procedures
1. The user may borrow if he/she:
a. has not yet reached the maximum number of borrowed items;
b. has no overdue items;
c. has no unpaid fines;
Fees and Fines
1. UP students,faculty, REPS & administrative staff – Free
2. Residency without library fee – P20/day
3. Alumni researchers – First five visits free; afterwards P20/day
4. Government researchers – P20/day
5. Private researchers/Students from other schools – P50/day
6. Overdues
i. Circulation Books – P2.00 per day, excluding Sundays and Holidays
ii. Reserve Books
ii.a. First hour – P1.00
ii.b. Each Subsequent hour – P5.00
ii.c. Full day – P50.00
Note: A second offense within a semester results in suspension of borrowing privileges for the rest of term.
7. Lost of Library Resources
i. Loss of a Circulation Book – Any person who loses or fails to return a book within seven (7) days after due date or recall shall either replace it with the same title, or pay its current replacement value within thirty (30) days. In all cases, the borrower shall pay a fine equivalent to 50% of the cost of the book.
ii. Loss of Periodical – Any person who loses or fails to return a periodical after recall shall either replace it with the same title and issue number within thirty (30) days or pay its current replacement value, and pay a fine equivalent to 50% of the cost of the periodical.
RESERVED COLLECTIONS
Houses and circulates an adequate collection of books covering a wide variety of subject areas and titles prescribed by the Faculty members as textbooks, side readings and references in their particular subject, courses and areas. Materials at the Reserve Section are in a closed-shelf system and have to be requested by the patrons to the library staff. The library collections at this section are arranged alphabetically by author and/or title.

Caters to the information and resource needs of the patrons that can take place whether in person, on the telephone, or virtually via email, instant messaging, social media, or video conferencing.
PANDAYAN LIBRARY ORIENTATION PROGRAM
Pandayan, a Filipino word which translates to a place where things are crafted or developed, reflects our library’s mission to foster learning and innovation. It serves as a creative space where ideas take shape and knowledge is built. The library plays a vital role in supporting the academic and research endeavors of the university community. To maximize the use of library resources, services, and facilities, it is essential to provide comprehensive orientation sessions for all users. This proposal outlines a three-level library orientation program designed to cater to the diverse needs of faculty, staff, and students. The program aims to enhance the participants’ knowledge of the library’s offerings, empower them with research skills, and promote an environment of continuous learning and effective resource utilization.
By delivering targeted, needs-based sessions, the program aims to:
1. Enhance participants’ familiarity with the library’s extensive collections, both physical and digital.
2. Foster effective research habits and critical information literacy skills.
3. Empower faculty, staff, and students to integrate library resources seamlessly into their teaching, learning, and research activities.
Build a strong, ongoing partnership between the library and the university community to support a culture of continuous learning and academic excellence.
Objectives
The proposed library orientation program aims to:
1. Familiarize participants with the library’s physical and digital resources, services, policies, and facilities.
2. Provide in-depth training on navigating local databases, subscribed e-resources, and e-tools available through the UP system.
3. Equip participants with advanced research skills, including effective search strategies, citation management, and understanding of academic databases.
4. Encourage faculty, staff, and students to actively utilize library resources for academic and professional growth.
5. Build a collaborative relationship between library staff and the university community, enhancing communication and support.

RESOURCE ON DEMAND (ROD) SERVICES
The ROD is a document delivery service for UP students, faculty, and staff. The ROD service processes articles and book chapter requests from journals, books, e-resources, and other materials available only in the CHE Library. These documents are scanned and can be picked up in person or shared electronically via email through Google Drive.
Procedures
1. Search the book and other library collections for availability and location using the TUKLAS discovery service: https://tuklas.up.edu.ph/
2. Send a request via the CHE library email (chelib.upd@up.edu.ph) by providing the following information:
a. Title
b. Author
c. Call Number
d. Page / Chapter for scanning
ROD Requests from a copyrighted book shall not exceed 10% of the total pages excluding preliminary pages or equivalent 2-3 chapters.
Requests of articles from subscribed e-resources can be accessed and downloaded only by enrolled students and active faculty and staff of the University of the Philippines using their UP mail.

Visitor Information
Want to visit UP Diliman University Library but you are an alumni or outsider? We have been receiving lots of queries from people just like you. Here are some information to get you started.
Please Consider the Following:
1. The University Library is composed of many branch offices in multiple locations in the Diliman campus. When visiting to borrow books, always confirm the location of library materials and refer to the Campus Map to plan your optimal route.
– There is the Main Library, which is temporarily relocated to the Environmental and Energy Engineering Building at T.H Pardo de Tavera Street, and the University Archives, which is temporarily relocated to the Old Chemical Engineering Laboratory at Magsaysay Avenue. The original library and archives spaces at Gonzalez Hall are under renovation and off-limits to the public until further notice.
*** It is encouraged that prospective visitors to the Main Library and the University Archives set up an appointment first by contacting the library section. The email communication from the library staff will serve as the appointment confirmation.
– There are also more than 40 college/unit libraries in campus. The core collections of a given topic of research or inquiry may be found in the library where the related degree program/course is offered.
2. It is advised to go to the Tuklas online catalog to do a preliminary search of books, print journals, theses or other library resources. The call number and location of books should be noted to determine the library/ies to be visited.
3. Service hours and scheduled days for visitors may vary across libraries within UP Diliman. Please check the service hours of the library to be visited at the following links:
4. During the Midyear Term, the Library is open 8:00 AM-5:00 PM during weekdays only. The Library is closed for service to students and visitors during semester/term breaks.
ACCESS REQUIREMENTS
Below are requirements for non-UP members to access the University Library.
Alumni, former faculty and staff may use the library upon presentation of a valid ID AND a UPAA Alumni Card or proof of former UP status. A special library card which will be issued to entitle them to free use of the library for five (5) visits per semester or summer, after which they will pay a research fee of Php 20.00/day or Php 450.00/year or Php 300.00/summer.
Government researchers may use the library upon presentation of a valid office ID and referral letter from the office’s Head Librarian. They will be issued a special library card which will entitle them to free use of the library for five(5) days per semester or summer, after which they will pay a research fee of Php 20.00/day; Php 450.00/semester; or Php 300.00/summer.
Private researchers and graduate students from other schools may use the library on Mondays only, upon presentation of a valid office or school ID and referral letter from the office’s or school’s head librarian. They will be issued a special library card upon payment of a research fee of Php 50.00/day; Php 450.00/semester; or Php 300.00/summer.
Undergraduate students (taking up any Bachelor’s degree) from non-UP colleges and universities are NOT allowed to use the collections and services at the UP Diliman Main Library. However, they may be accepted in selected unit libraries. To know more which unit libraries accept undergraduate students from other schools, visit this page.
